Ottawa faces water and electric rate increases amid reserve use
City officials debate using reserve funds to limit utility rate hikes while projecting continued modest growth in demand. The water system shows stronger insurance against outages than the electric grid, with proposed new small business classifications and comparisons to neighboring towns. Officials warn of future increases through 1988 1990 1993 and 1995 plus possible Pomona Melvern water costs under the State Water Plan.
