Clinton plan unpopular with Kansas farmers on farm cuts
President Clinton faces weak support from Kansas farmers over a proposed 5 billion cut in farm spending over seven years. The plan would raise noneligible acreage from 15 to 21 percent and cap off farm income. Farmers fear the 21 percent unpaid share too heavily hits smaller operations. The GOP alternative, Pat Roberts’ Freedom to Farm Act, would provide declining annual payments and permit nearly any planting. Ivan Wyatt of the Kansas Farmers Union criticizes the 21 percent unpaid share as unfair to smaller farms.
