Revenue Sharing In Limbo As Congress Delays Action

Washington reports the fate of a three year revenue sharing extension for local governments remains uncertain as a lameduck Congress grapples with no strings attached grants to states. The Senate must act after both chambers backed a 4.6 billion annual aid package through FY 1983, with 2.3 billion yearly for states in 1982 and 1983, though the House attached a provision forcing states to surrender equal funds from targeted programs to qualify.

Southwestern Bell Rate Case Faces Kansas Court Decision

Hearings on Southwestern Bell Telephone Co.’s 62.2 million rate request closed in Topeka with a decision not expected until mid February. The Kansas Corporation Commission heard testimonies from dozens of witnesses amid 4000 pages of transcripts. If approved in full, residential rates could rise 3.20 while business rates climb eight, and pay phone calls would double. The KCC staff backs a smaller increase and no basic rate hikes. A Shawnee court order restricting disclosure of certain financial documents remains under review, with debates over jurisdiction between the court and the KCC. The case centers on a migration strategy from AT&T’s Bell System and concerns over monopoly leverage ahead of deregulation.
