Open Meetings rule tied to prearranged phone calls
In Kansas attorney general opinion, a majority of a public body's quorum discussed via prearranged telephone call can constitute an open meeting. If proven prearranged, public access must be allowed and the media notified. A five member council needs three to form a majority for telephonic discussions.
