Task Force Sets Up Dam Inspections

The Kansas Governor's Task Force on Water Resources recommended legislation to empower the chief engineer of the Water Resources Division to inspect private property for dam safety, require repairs, adopt rules, and enforce penalties. The plan follows Gov. Bennett's approval of a federally funded dam inspection program with the U.S. Corps of Engineers, noting about 400 high hazard dams in the state. Additional recommendations seek rulemaking on livestock water use, allow groundwater districts to receive gifts, and declare critical groundwater areas with enforcement powers. An interim committee favors automatic annual legislative review of groundwater district rules.
