Pardon Won't Clear Felony Record For Kansas Officers

Kansas AG Robert T. Stephan ruled that a governor’s pardon does not erase a felony conviction for purposes of qualifying to become a state law enforcement officer. The non-binding opinion said pardoned ex-felons remain ineligible for the required training course and noted that pardons restore rights but do not guarantee employment eligibility. It also outlined possible future pardon categories and cited constitutional limits on using pardons to qualify for law enforcement careers. In a separate opinion, Stephan said rural water district annexations do not impose a fixed deadline for purchasing pipelines and equipment when property is annexed.
