Cities face decay in older housing as labor and materials costs rise. Federal dollars are being used for rehabilitation, mainly in metro areas, but the funds do not stretch far enough. Efforts to cut costs by pairing labor and management require changes in federal rules governing federal dollars.
The speaker argues that requiring prevailing union wages for all contractors discriminates against non union workers and raises costs for new construction and rehabilitation. Citing bids for rehabilitating the North American Hotel, the speaker says elderly housing becomes unaffordable and urges Congress to rescind the rule.
The Osawatomie site chosen by the selection committee is favored for its community attitude and lower cost.
