Kennedy Hurt By Short Democratic Session
Washington AP reports opposition spokesmen say the dog days session of Congress damaged Democrats. Senate Republican Leader Dirksen says Democrats failed to forge party unity and Kennedy did not push key bills. Senator Mansfield counters the session harmed Congress and particularly the Democrats, while Eisenhower gained from resubmitting his 23 point program. Dirksen asserts Nixon benefited politically amid Democratic liberal conservative tensions.

Castro In New Charge At US
Fidel Castro accused United States agents of plotting to shoot down Cuban Foreign Minister Raul Roa and the Cuban delegation on returning from the San Jose conference. The claim came amid marathon speeches as Western Hemisphere ministers condemned Soviet and Chinese Communist influence in Latin America via Cuba. The Cuban presidential palace said the Roa delegation flew home earlier than scheduled aboard a chartered Costa Rican airliner after counterrevolutionary mercenaries were said to intend intercepting the plane. San Jose’s civil aviation chief said the delegation’s plane was delayed briefly while sabotage fears were checked. The plane finally cleared and returned with Cuban reporters aboard.
