Judge allows most voucher students to attend private schools

US District Judge Solomon Oliver Jr. reversed himself and allowed most K through 6 students who participated last year to receive tuition vouchers again this year, while new entrants are ineligible. About 4,000 students were slated for up to 2500 vouchers for Cleveland private schools. 587 expected this fall. The arrangement lasts one semester or until a lawsuit over constitutional separation of church and state is resolved, with a Dec. 13 trial date set. The ruling drew mixed reactions from voucher supporters and opponents.

FCC OKs cellular tapping to aid law enforcement

The FCC approved rules under a 1994 law allowing agencies to locate cellular users during calls with court approval and to listen to conference calls even if some participants are on hold. The decision drew privacy concerns but officials argued it equips police, FBI and others to combat terrorism, crime, and drugs. Implementing standards must be set by March with full deployment by Sept. 30, 2001.
