Capital Gains Tax Change To Save Treasury Bundle
Treasury conferees agreed to raise the holding period for capital gains from six months to nine months in 1977 and to 12 months in 1978 and beyond. They also raised allowable capital loss deductions from $1,000 to $2,000 in 1977 and to $3,000 in 1978, saving about $194 million annually and netting the Treasury an extra $500 million overall. The measure contrasts with a House plan for $1.6 billion in revenue and a Senate plan for a $300 million reduction. The package drops a college child tax credit and a home tool tax credit, while Carter favors taxing gains at regular rates.
