Stephan Seeks Dismissal of Reapportionment Suit
Kansas Attorney General Robert Stephan asked a federal court to dismiss a suit by state Sen Norman Gaar alleging population disparities in the 165 legislative districts based on the 1980 census. Stephan argues state agricultural census standards were lawfully used for apportionment and urges three-judge panel oral argument on the dismissal.
