In Newport Maine a 26 foot underwater craft built by Tom Hart rises as a functioning submarine. Named Nessie the vessel weighs 3000 pounds can dive 100 feet and reach 7 mph. The periscope uses a plastic bottle and camera housing. The project traces to recovery efforts after Hurricane Andrew in 1992. Hart salvaged two sunken pontoons during winter in Florida.
