Nigerian Leader Has Rocky Road Ahead Under Shagari
Serge Schmemann reports Nigeria moves to civilian rule after 13 years of military governance amid economic collapse and tribal religious tensions. Alhaji Shehu Shagari, 55, leads NPN with a pro market platform aiming to attract foreign investment, notably from the United States, while oil wealth fails to translate into prosperity for an 80 to 100 million population. The piece notes Nigeria’s vast oil exports, Western business optimism, and the shifting political landscape as U.S. and British investors eye opportunities.
