Assistant police chief wins lawsuit back pay
INDEPENDENCE AP Former assistant police chief Gift Hogan won a federal jury verdict saying his First Amendment rights were violated when he was demoted in November 2000. He was awarded 16710 for pay lost through June 2002, as the panel withheld damages for pain or mental anguish. Hogan sought 1.3 million in punitive wages and may seek legal fees. The case arose after a call overheard about a discipline matter led to his demotion. Hogan questioned the legality of the overheard cell phone conversation. The jury found the city liable for back pay but not for damages.
