Inmates released after court ruling in Kansas
Forty eight inmates whose good time credits were withheld were released after the Kansas Supreme Court ruled the department could not apply the rehabilitation requirement retroactively to March 1995. Corrections Secretary Chuck Simmons said they would have been released sooner if credits had not been withheld. The court held the policy could apply only to crimes after March 1995, not retroactively.
