Berlin Wall anniversary draws mixed cheers and scorn

West German Chancellor Kohl denounces East German rally at the Wall anniversary as pompous and cynical. Willy Brandt and former mayor Peter Fechter memorialized as observers recall the wall’s brutal division. Reagan’s remarks highlight the wall as a symbol of totalitarian failure. The city remains split between Soviet and Western sectors with Checkpoint Charlie status lingering.

Budget sparsity marked in Kansas education plan

The State Board of Education approved a bare bones 1987 88 budget with no new local aid except in a top level plan proposing 25 million in new school finance money. The plan would lift districts near the median by 3.5 percent and those above by 2 percent, while predicting increased property taxes and a 4 percent teacher pay rise. Carolyn Schmitt of the Kansas National Education Association condemned the proposal, saying the group had little input and doubts major changes will occur.
