Prostitution Law in Junction City Faces Unconstitutional Challenge
In Junction City Kansas prosecutors defend a 1978 ordinance requiring 30 day jail terms for solicitation and prostitution offenders. The rule raises constitutional issues with first offense penalties up to 2500 dollar fine and one year in jail. Second offense minimum is 90 days and third offense 150 days. City attorney Michael McKone commented.
Prostitution Ordinance Faces Constitutional Clash in Kansas
About 30 women have been jailed under the ordinance since its passage near Fort Riley. Police Chief Jerry Smith says the city’s prostitution market is less attractive now. Courts in the Eighth Judicial District split on constitutionality, with Judge William Clement upholding and Judge George Scott striking down the law. The case moves toward higher courts as Junction City seeks to curb a tainted reputation and end probation for prostitutes.

Jaycees Seek Capitol Use For Model Legislature
Kansas Jaycees vote to appeal to Gov John Carlin for permission to hold a model legislature in the state Capitol next December. About 600 members support use of the House and Senate chambers despite a policy barring women, a view challenged by Sen Norman Gaar. The council’s failure to act effectively halts the bid.
