GOP tax relief aims to ease farmers crisis in election year
Republican leaders push a tax relief bill with farm provisions as farmers face a 7.5 billion drop in income due to weak exports and crop surpluses. Proposals include longer loss deductions, permanent income averaging, estate tax relief, and a cut in capital gains tax from 20 to 15 percent. The plan seeks to use part of a large budget surplus to aid farmers while arguing over Social Security funding.

New rotation crop cuts the mustard in North Dakota
North Dakota farmers plant a record 44,000 acres of mustard in 1997 to fit crop rotations with wheat and barley. Mustard offers cheaper feed, drought and heat tolerance, and helps break disease cycles, with Canola providing higher yield potential but greater risk. Industry estimates suggest similar acreage this year as the crop spreads among growers such as Mini-Dak Growers and Kenmare farmers.

Farm Bureau warns EPA limits threaten farming industry
Concord New Hampshire AP reports American Farm Bureau President Dean Kleckner urges EPA to work with farmers to reach pesticide regulation compromises. He says under the 1996 act, EPA gains wide discretion and could ban key chemicals, risking the farming sector. He claims farmers face red tape and fear loss of substitutes.

Corporate hogs a thumbs down in Iowa survey
A 1998 Iowa Farm and Rural Life Poll shows three-fourths of the 2,312 farm operators oppose livestock expansion by non farm investors, while only about a third oppose expansion by local producers. ISU Extension sociologist Paul Lasley notes concern centers on who expands rather than whether it’s desirable. Only 8 percent strongly or somewhat agree non farm investors should be encouraged to invest in hogs or poultry. Cattle expansion faces less opposition than hogs or poultry.
