Three Tax Cut Versions Enter House Debate

Washington AP reports seven months after President Carter proposed a 25 billion tax cut, the House moves toward debate on three options not aligned with the administration plan. Each could save middle-income families hundreds on income taxes, offsetting higher Social Security taxes next year. The Ways and Means panel clears three paths: a 16.3 billion bill with capital gains relief, an 18.1 billion compromise targeting lower incomes, and the GOP proposal for a three-year rate slash. The committee also paves the way to keep the 1977 tax cuts and to drop a capital gains inflation adjustment, while liberals fail to add offsetting payroll tax relief. The outcome may still diverge from Carter’s reform goals.
