Gov. John Carlin predicts Kansas House Speaker Mike Hayden will be marked by his 14 years in the Legislature. He argues Hayden opposed major issues, including banking liberalization and liquor by the drink, and will struggle to defend his voting record in Johnson County against Docking. Carlin lauds Docking as intelligent and common-sense and says Hayden will mount a strong statewide campaign via GOP lawmakers. He also notes Dennis Moore can beat incumbent Robert Stephan if voters get acquainted, drawing a parallel to Carlin’s 1978 victory. The debates reflect long standing arms control goals opposed by the Reagan administration with differences to be resolved by a conference committee. The House backed a one year nuclear test ban by 234 to 155 as the Senate approved a non binding call for new talks to ban all tests by 64 to 35.
