City and County Budgets Face Public Scrutiny
City Hall hearing on Ottawa 1972 budget drew one visitor, while about 20 Franklin County Taxpayers Association members questioned the county welfare and budget plans at the Courthouse. Officials explained aid standards, work requirements, stepchild payments, and salaries. They noted rental and shelter rules follow state statutes and that welfare outreach aims to inform rather than argue.
