Iraqi army scattered but capable of threat to Kuwait

Western experts say Saddam has the military power to invade Kuwait again but currently lacks a suitable target. Most Iraqi forces are engaged against Kurds in the northeast and Shiite groups in the south, leaving Kuwait ostensibly safe for now. Col. Andrew Duncan notes Iraq could act if placed differently. Jane's Defense Weekly estimates 350,000 to 400,000 troops in 28 to 30 divisions. Baghdad Radio repeats Kuwait is part of Iraq. US allies conduct joint exercises with Kuwait to show readiness.

Corrections on Grants and Post Office Cancellations

An editing error reversed grant amounts for Ransom Memorial Hospital. RMH may receive a $500,000 grant, not $50,000 as reported. A separate correction notes that U.S. Post Office cancellations are available only during regular business hours, not at an outside booth at Lane Centennial Fair.
