State to shift from surplus goods to total food stamp program
TOPEKA Kan AP a shortage of food commodities will replace the surplus commodities program with a total food stamp system within two years, state Social and Rehabilitation Services secretary Dr Robert C Harder said at a hearing on creating 36 district welfare offices to replace 105 county offices.
