Senate budget plan draws fire in patchwork fix
The Senate Ways and Means Committee proposed tax boosts on out-of-state insurers, accelerated severance tax payments, and $39.5 million in cuts to close a 206 million budget gap for fiscal 2002. Gov Graves criticized tax hikes, while critics called the plan brutal and misrepresentative. Senator Barone lamented the process as embarrassing and potential misrepresentation. Conservative senators cite spending restraint as progress if no major tax hike is needed.

Kansas legislators at a coffee meeting critiqued spending growth, called for spending cuts before tax hikes, and warned of crowding out essential programs. They questioned the 5.2 percent revenue increase and discussed KDOT funding, road expansions, and traffic signage near Ottawa.
OU honors Dawes with return of mascot Grego

He led as Second Chief from 1959 to 1985 and became Principal Chief in 1985, authoring an Ottawa dictionary and inspiring students with his mentorship. He is survived by Lorraine, Kevin, Charla, and two grandchildren.
