Postal rate reform faces slim chance for individual relief

The Postal Rate Commission tentatively rejects President Carter's plan to raise rates only for businesses. If the 3-1 vote stands, individuals would pay 15 cents per letter by early summer, while the proposed citizens' rate would keep personal letters at 13 cents and raise business rates to 16 cents as part of an average 22 percent increase. Carter's plan had been endorsed by the Postal Service last July.
