Court orders judge to justify ruling in murder case
In a unanimous decision, Kansas Supreme Court orders Sedgwick County District Judge Gregory Waller to provide a written analysis of why he denied David A. Moncla a new trial for the January 1995 murder of Wichita bar owner Diane Swinney. The court did not grant a new trial but required clearer findings. Moncla could appeal again after the new order is filed.
