Railroads doing business in Arkansas filed a federal lawsuit in Little Rock challenging the state property tax assessment system for 1980. They contend rail property is valued at 20 percent of market value while most property is assessed at a lower ratio, and that a federal cap limits such disparity. Plaintiffs include Rock Island Lines, Missouri Pacific Lines, Cotton Belt Lines, and others, who seek invalidation of 1980 assessments, halt tax collection, and a reassessment. They deposited 904000 as the first 1980 tax payments they say they do not owe.
