Rape Convictions Upheld Against Osage City Man Carrier
The Kansas Court of Appeals upheld the 42 year sentence of Michael Dale Carrier 39 for rape and aggravated kidnapping in a 1999 trial. The court rejected his claims of insufficient evidence his injuries occurred in a consensual fall and that the kidnapping was not to facilitate rape. Evidence showed the victim found semi conscious in a soybean field near Richmond.

Graves seeks commitment on school spending
Gov Bill Graves plans to urge lawmakers to use hard dollars to fund a school spending rise. The Legislature has approved a 50 per student increase for 2000-01 in elementary to high school budgets, tied to extra federal nursing home funds. Democrats deride the plan as fantasy based while Graves pressed the point at the Statehouse.

Rail merger pitch to shippers in Kansas for BN SFR and CN plan
BNSF chairman Robert Krebs told about 70 grain shippers at the Kansas Grain and Feed Association convention that a proposed North American Railways merger with Canadian National would improve service with little Kansas disruption. He described the plan as a low risk network integration aimed at faster transport, noting 50 000 miles of track, 67 000 employees, and a potential 12 billion dollar annual impact. A Kansas task force under Gov. Graves will consider whether the state should weigh in before the Surface Transportation Board.
