Federalism package to reach Hill amid new reforms
Washington AP The White House plans to send to Congress early next month a two bill package implementing Reagan's new federalism. NCSL president Doyen says the move aims to shift Medicaid to the federal level while returning some revenues to states and giving them control of transportation and education programs. Study Cites Causes Of Teacher Turnover In Kansas
AP report from Topeka notes that salary matters but lack of administrative support drives Kansas teachers to quit. University of Kansas professor William LaShier cites insufficient intrinsic reward and inadequate recognition as key factors. Between 1979 and 1981, annual turnover averaged 10.3 percent. 1980-81 data show five eighths would not seek another teaching job, with many leavers under 30 or with under six years experience. Elementary vs secondary shows family responsibilities mainly for elementary and salary for secondary, both ranking administrative support second. About 20 percent of leavers also plan to leave Kansas.
