Secret Service Chief Urges Reagan Bulletproof Vest Use

Secret Service Director H Stuart Knight argued Reagan should wear a vest at all public appearances though he acknowledged it is cumbersome. He noted no threat existed at Monday's shooting and said the service did not request a vest in that case. Knight testified before a Senate subcommittee examining a 177.6 million dollar budget amid praise for agency performance surrounding the attempt on Reagan. He cited lapses in press area designation that allowed Hinckley to mingle with reporters, and suggested more vigilance could have occurred if his arrest in Nashville had been relayed to the Secret Service. Attorney General William French Smith countered that the FBI cannot be expected to notify the Service about every potential threat.
