The Vatican Ecumenical Council approved a permanent diaconate allowing married men to become deacons while keeping young single men celibate. The vote was 1,598 to 629 in favor of married deacons. 1,364 to 839 against allowing young men to marry. A two thirds quorum was required.
Mrs Elizabeth Billy aged 89 and reputedly Britain’s oldest licensed driver was fined 14 and banned from driving for three years after a careless driving charge.
Jefferson County resort owner Richard Prisk was granted a five day stay of execution of a 125 dollar fine for violating the Wisconsin public accommodation statute. He was convicted for denying beer to Charles Wilson who said the owner claimed the place was a private club and directed him to a nearby tavern for Negro patrons. Prisk contends he was fishing with his two daughters at the time. Sheriff Reiner noted the Prisk resort holds a Class B fermented beverage license and was not chartered as a private club until after August 9.
Detroit AP Hopes for an early settlement of the nationwide strike by the United Auto Workers against General Motors rested on resolving about 17 000 local at the plant demands. Negotiations showed progress, with both sides stressing local issues as crucial to ending the walkout alongside a national contract. UAW struck GM over non economic demands. production of 1965 models halted. UAW workers at parts plants remained on the job. Reuther and Seaton said some progress was made, though not earthshaking, in Monday talks.
Secretary of State Dean Rusk said Red China might soon explode a nuclear device. The United States has integrated such a possibility into military plans and targeting, with a public disclosure plan if it occurs. An informed official added the test could occur at any time.
Barry Goldwater Jr told a GOP audience he believes his father is not reckless and would avoid war by maintaining deterrents. He said repeated confrontations with enemies have produced concessions and that talk of starting a war is ridiculous. He toured Wisconsin with stops in Milwaukee Ripon and Appleton and praised Assemblyman William Steiger as a tribute to American youth.
President Johnson framed his appeal as surpassing Barry Goldwater in GOP support during a 20 hour swing through six New England states. He drew huge cheering crowds while visiting the Boston bedside of Sen. Edward M. Kennedy. Johnson returned to the White House with a cut hand and hoarse throat after a crowds filled tour that press described as enthusiastic.
Fifty students enrolled at the city Literary Institute for a course in witchcraft taught by sociologist Sonia Burstein. The lectures cover black and white magic, love potions, spells, black cats, divining the future, traffic with spirits, and pacts with the devil.
The Senate Interior Committee sent to the Senate a House passed bill to create an Ice Age Scientific Reserve in Wisconsin. Sen. Gaylord Nelson urged reporting the bill and said he would push it through this session. Rep. Van Pelt opposed citing lack of funds and federal control concerns.
In Troy Michigan a mother and six children were found hacked to death in their home. Police detained the husband William G Gravlin 22 a former Royal Oak firefighter for investigation. An axe and a hammer were the weapons used in the killings.
Sen Barry Goldwater travels by a 17 car train to Ohio starting a five day three state tour with Marietta as the first stop of 35 speeches. He urges President Johnson to declare war on lawlessness and to bolster local law enforcement nationwide.
Washington AP reports dim prospects for Senate action this year on nominating David Rabinovitz to Western Wisconsin district court. The Judiciary Committee lacked a quorum for a potential executive session and set no date for another meeting. Rabinovitz, from Sheboygan, has served under a Johnson recess appointment since January, with pay contingent on Senate confirmation.
Four men flee the Winnebago County jail via a fifth floor fire escape between midnight and 3 am. Rodney and Ronald Klier of Oshkosh, Lester Hirte of Oshkosh, and James W. Buth of Shawano cut a lock on the escape door and used the east courtyard stairs to reach freedom. The group faces burglary and forgery charges. Klier and Hirte have court dates pending while sentences were due or recently handed down for related offenses.
In Tokyo a State Department official warned North Vietnam and China against expanding the war in South Vietnam. William Bundy said expansion could be forced by Communist pressure, while a U.S. source noted possible bombing of infiltration bases in North Vietnam and Laos. He warned a Red victory would risk further regional spread and draw in India, Australia, and Japan. Peking warned the United States to stop risky moves. In Saigon, troops prepared for new trouble as protests loomed over riot killings.
President Johnson sent to the Senate a nomination for astronaut John H. Glenn Jr. to full colonel in the Marines. The White House said Glenn had asked the Marine Corps commandant to remove his name from consideration after not being chosen by the annual board for advancement from lieutenant colonel.
Washington AP Senate Republican Leader Dirksen backs Mansfield plan to put presidential security first when Congress reconvenes. Warren Commission urged overhaul of Secret Service and interagency cooperation while new bills expand federal crimes to cover assassination attempts and protection for future candidates. Treasurer Dillon to head Warren proposals with Katzenbach, McCone, and Bundy named to committee. completion target set for Jan 1.
A Rock County child, 3 year old David Davis of Janesville, died after being struck by a car near his home. The Wisconsin 1964 traffic toll rose to 795, up from 46 on this date last year.
FBI and state fire marshal agents continued their inquiry into a late model sports car stolen in North Chicago Wisconsin. The vehicle was found burning in a corn field three miles northwest of Jefferson where Lake Mills firefighters arrived too late to save it. Sheriff Roger Reinel labeled the arson as suspected.
