Enrollment at Wisconsin State University Oshkosh climbed to 5376 on campus, with 4937 regular students and 489 in Saturday classes. The total including extension centers nears six thousand, as officials plan for 12,000 by 1973.
The Wisconsin State Exposition Board decided to keep the state fair at its current West Allis site and improve the grounds instead of relocating. A new complex was previously estimated at about 15 million dollars, which the board said would be impractical given current management.
A monster forest fire marching 18 miles in 15 hours threatened two cities Calistoga and Santa Rosa and burned about 90 square miles of timber and brush. Firefighters fought the blaze for two days, contained a branch that reached Santa Rosa, evacuated 2000 people, and damaged 25 homes as winds drove the flames across rugged mountains. President Johnson announced plans to cut excise taxes next year and suggested further reductions if prosperity continues. He spoke at the United Steelworkers convention in Atlantic City, stressing a policy to expand purchasing power and avoid federal revenues hindering the economy.
In La Crosse a 17 year old hunter Tom Shinko Jr. remained in serious condition after a Sunday shooting near Seneca. He was wounded in the shoulder while bird hunting with two other youths. His father teaches at Seneca High School. Continued on Page 14 Col. 4.
MADISON The State Department of Public Instruction announced that William T Richards supervisor of driver education has been named a member of a national committee to work on driver education programs for high school. Two other state supervisors from Florida and New York were named.
Saigon general strike ends after workers claim victory as communications restore and utilities resume. Electric power and water returned Monday night, with many plants and facilities still idle but expected back by Wednesday. Government says strikers given today as a holiday and workers fired at a textile plant will be reinstated. broader demands still unresolved.

U S Navy destroyers repaired after Gulf of Tonkin patrols report no hits from latest encounter. Radar tracked possible menacing craft, but no debris or bodies found. Navy team to investigate. Tass claimed ships sunk, which Washington disputes. Secretary Rusk says officials have no further info.
UPI reports police and Treasury agents arrested three Kenosha men tied to a marijuana operation in southeast Wisconsin. An undercover informer bought one pound of marijuana for 300 dollars from one suspect. Calvin W Anderson 26 James A Lucchetti 25 charged with illegal possession of narcotics Robert Pilligor 31 charged with illegal sale and possession of narcotics. All three arraigned Monday with bonds set at 750 dollars each. Preliminary hearings for Anderson and Lucchetti scheduled for Wednesday Pilligor waived preliminary hearing.
The nearly nude body of 60 year old Violet Figlinski was found by Navarino school bus driver Orville Balchezoar in a ditch across from her home in Shawano County. Her throat was slit and she had head and shoulder bruises. Three elementary students on the bus witnessed the grim discovery. Authorities believe she may have been dumped from a car and tracked to the scene. Her husband Andrew was at home when found.
DELROIF and General Motors and United Auto Workers negotiators faced a 10 am CDT strike deadline today as they reviewed a new economic proposal. The plan mirrors the Chrysler package in wages and benefits, aiming to align GM to the Chrysler settlement with hourly rate employees covered in an all economic post. JAW President Walter P Reuther praised the broad essentials but urged GM to adopt more initiative in key areas, noting that Ford and Chrysler talks showed delays before real progress. Norman Richardson reports that the John Birch Society billboard in Des Moines was torn down by unknown persons for a second time. The structure had been reinforced with steel piping and surrounded by barbed wire after the first incident.
In a tentative settlement on four major issues the 1500100 shop workers postponed a planned national day break strike set for 6 am. Negotiators expect to finish the balance of the job security dispute soon. Talks were to resume to wrap up remaining points. Francis Neill of the National Mediation Board said the issue centered on job security as rail modernization reduced jobs.
Widespread vandalism disrupted Wisconsin highways on Monday with reports of tire slashing using knife like objects and roofing nails. Shots were fired at a livestock truck near Green Bay injuring none. Cattle were loosened, trucks damaged, and picketing resumed at several livestock yards as National Farmers Organization groups staged demonstrations.
