Carriers may transport property under established law if shippers reject the new terms, with charges expected to fall below normal rates for those accepting the form. The Central Freight Association and Truck Line Association endorse the bill, calling it a negotiable, widely acceptable document born of three years of negotiation among shippers, carriers, counsel, and banking interests.
