United States plans call for regiments of mares and regulars to head to Europe under a selective draft system. Command duties assigned to Charles A. Coven of Marines and Major General Pershing to lead the expedition with Doyen as headquarters officer. Units will draw on forces previously active in Haiti, Santo Domingo and Cuba, per navy department notice.
Secretary Daniels announced a 2600 man Marine regiment under Col. Charles A. Doyen will sail with the first expedition to France. The unit, drawn from Haiti Santo Domingo and Cuba postings, will be armed and trained as army regiments and serve in the trenches alongside the American army.

Belva A B Lockwood died in Washington at age eighty six after a long illness.
