Governor Collins reported a fatalities and multiple injuries in a Raiford prison riot. Warden Sinclair said convicts seized a storage area and attacked guards with bats while gunfire rang out. Riot controlled. National Guard ordered to assess need for troops.
The Northeast shivered while the Far West sweltered with violent contrasts. Snow flurries hit the North Atlantic Coast states as temperatures fell well below freezing in New England and reached down to West Virginia. Readings varied, with Atlanta at 53 and Los Angeles at 39.
The House Foreign Affairs Committee voted to deny President Eisenhower's request for long term foreign aid authority and instead endorsed a statement of intent to continue foreign aid as long as necessary to fight Communism.
The city water board approved a 361130 pre treatment water basin in the south end of Miller's Bay during a Wednesday City Hall meeting. Thompson said the lagoon is a first step toward expanding the water treatment facility to meet growing needs and support larger feeder mains and storage facilities. The board plans a single project expansion and will present the plan to the Council's public works committee for tonight's consideration.

Mayor Ernest R. Siewert revealed a plan to convert parts of the North Side into one-way streets to speed traffic and support expanded off street parking near the main business district. The proposal extends Jefferson Avenue and Mount Vernon Street one way from Washington Boulevard to Harrison Street and aims to streamline traffic with looping patterns. The plan also calls for parking lots on land between High and Pearl Streets, on the west side of Moore Street by Riverside Park, and west of Division Street north of Church Street to add 12 to 15 stalls.

French army forces sweeping the Constantine area conduct new raids across eastern Algeria. Rebels derailed a train with a mine and attacked a railroad station seven miles north of Constantine, but no casualties were reported in those assaults. French troops, numbering thousands, pressed a broad crackdown, claiming to have killed the insurgent chief of the desert and about 230 other rebels in actions ending late Wednesday.

In Nicosia Cyprus pro Greek Cypriot underground bombed a British jeep in Famagusta killing a sergeant major and injuring two soldiers. Two bombs struck the vehicle one detonated the other failed. Security forces cordoned off Plutarch Street and arrested a suspect as the death toll for British forces on the island since last year reached thirty.
Dallas Withers, 33, admits to timing a machine gun on fellow GIs during a 1945 German battle. Lie detector tests reportedly back his drowning of two young brothers, David aged 7 and Douglas aged 4, tossed from a boat last May 1. Sheriff says one account may be true, the other a lie. Withers says he had nothing to lose and wanted to clear his conscience.
A flash flood on La Balsa Creek in San Juan De Rioseco, Colombia, swept eight people to their deaths Tuesday night and injured three others. Crops suffered heavy damage in the area.
Madison AP Mark Catlin Jr a GOP Senate endorsement candidate denied influence peddling in state pardon and parole matters. The Wisconsin Board of Bar Commissioners charged him with taking 4725 total from inmates families to press for clemency. He vowed quick resolution and said the accusations would not affect his campaign.
