The Soviet news agency Tass accuses President Nixon of naked aggressive acts and violation of international law over North Vietnam. Hanoi and the Viet Cong reject Nixon’s ultimatum claims as mounting war escalations threaten Soviet shipping and a forthcoming summit.
Crusius and Oshkosh student leaders held a news conference in front of the Daily Northwestern to condemn President Nixon’s order to mine North Vietnamese harbors. He cited frustration over an Oshkosh Common Council vote against an antiwar resolution and argued the Vietnam war touches city life despite officials saying the city funds are not doing so.
President Nixon tied mining of North Vietnamese harbors to strict military moves to choke off Hanoi's war supplies. The plan risks jeopardizing the Moscow summit and renews domestic debate over Indochina policy as he addressed the nation in a Monday night broadcast.
