Washington The senate voted 47 to 44 to retain the export debenture plan in the farm relief bill defeating an administration bid to drop it. The plan would issue certificates to exporters equal to half the crop tariff, 2 cents a pound for cotton, redeemable for cash against import duties. Debentures would be optional for the farm board and rates would fall as overproduction forecasts rise. The vote split largely along party lines with 13 Republicans and 34 Democrats supporting retention versus 5 Republicans and 2 Democrats supporting elimination.
