Secretary Mellon addresses foreign bankers gathered by the American Bankers Association in Washington D C. He urges attention to national realities, warns against quick fixes, and explains the global economic turmoil following a war. He notes widespread price declines, unemployment, and readjustments ahead as nations seek balance.
Delegates from two dozen nations pressed for tariff reform and war debt questions at the third plenary session. Sir Alan G Anderson and Alberto Pirelli warned against gold-only settlements and urged cautious handling of interallied debts. Melvin A. Traylor urged abolishing floor trading under $10 000 and ending daily settlements to curb speculation, while Julius Barnes defended gradual tariff adjustments via the tariff commission.
Washington DC Prof Charles Beard urged the Senate campaign funds committee to recommend limits on campaign expenditures noting they rise and fuel junk politics. He cited the 1926 Pennsylvania race and called for federal election legislation with clearer exclusion rules and centralized liability on the candidate or agent.

The Paris colonial exposition opens at Vincennes park with displays from the United States and its territories, plus Belgium, the Netherlands, Portugal, Italy, Denmark and Brazil. A Mount Vernon replica houses the U S exhibit as hundreds of American firms participate in the information cit. A colonial museum and a zoological garden were added, featuring elephants and baboons among fauna from the colonies. The event, conceived in 1919 and carried out under Marshal Lyautey, aims to showcase empire and bolster public interest in France’s colonies.
A Rome council approved a loan of 210000 to cover 3 percent bonds due from Chicago. Alfred Purser, claiming to hold bonds, seeks exchange and reports parole violations from a 1896 burglary. He says he fought in Spain and France, was wounded, and now seeks prison return for shelter awaiting parole. Police lack records to hold Purssell without state authority.
New Jersey Senator Dwight W. Morrow returned to New York aboard the Majestic after a two month Europe trip. He appeared in good health with Mrs. Morrow and Amy Aldrich, and headed home to Englewood before attending the funeral of financier George F. Baker later in the day.
A weather notice reports much colder conditions across the region with rain in the south and northwest winds shifting to fresh to strong northwest on Superior. Storm warnings for western Lake Superior and small craft advisories for eastern Lake Superior and Upper Michigan. Highs around 74, tonight through Wednesday. no precipitation expected tonight. One year ago highs 75, low 49.
In Columbus Ohio 25 monkeys escaped confinement from a central cage in a downtown area causing chaos as they climbed poles trees and buildings. Police and citizens corralled most of the animals though three remained at large by nightfall one monkey died from exposure and the rest were captured after a gardener hose was used to flush them from hiding.
In Valparaiso Indiana Virgil Kirkland was removed from the jury after prosecutors argued his fear of death penalty bias would affect deliberations. The court cited concerns about prejudice and the defense’s challenges related to the defendant Arlene Draves case.
The defendant Graves pleads not guilty to charges linked to an attempt to collect $100 in funds at Prankuks farm. Prosecutors say Graves faced pressure after arrest from a politician and a saloonkeeper who allegedly urged dropping the charges.
A 14 day foot journey through Brazilian wilderness ends with Count Edmondo di Robilant's rescue while his mechanic Mantanta Quaranta dies by hanging himself. The group departed Sao Paulo and crashed near Paragury after fuel leakage. Quaranta collapsed from starvation and fever, insisting Di Robilant press on. Di Robilant reached safety at San Jose with an Indian guide, returning to the site to find Quaranta’s body suspended from a tree.
Two young men robbed the Benton Slate Bank in Benton Wisconsin shortly after noon. Assistant cashier Whaley and witnesses reported the robbers fled in a car with Ahnais license plates toward Dubuque. Benton lies about 15 miles north of Dubuque in Lafayette County.
The Chicago attorney and director at International Harvester bequeaths two million dollars to charity and distributes the remainder of his 6.5 million estate among sixteen nieces and nephews. He leaves 300 thousand to Princeton University and 200 thousand to the University of Chicago, reflecting his ties to President Wilson.
A British flyer believed killed in a fall near Van Beene Matal, with reports from Meuba bau Teaniles and Van Reena saying the aircraft crashed and wreckage was found. A visiting card was recovered from one of the bodies, identifying Badstouns.
Police say Larscheidt used a similar ad to lure victims in a brewing scheme. Jensen, who posted $300 as good faith, did not receive repayment as Larscheidt was arrested after admitting prior fraud arrests in Milwaukee and other Wisconsin cities.

San Diego report says 44 year old suitor Helen Bradshaw victim denied ever threatening to kill her. Detective captain described that Paul J Hayes noted U S Wilson had accused Garrison of threatening to shoot them at her home near Christmas. Police report details include a stabbing and a watch stopping at 9:43, with authorities investigating the fourth in a series of mysterious slayings.
Mrs Janes Roosevelt, 96, in Paris, prompted Governor Franklin D Roosevelt of New York to make tentative plans to sail for France. Her steady improvement enabled him to resume preparations for a vacation trip to Warm Springs, Georgia.
Special to The Northwestern Neenah Wisconsin Charles Symonds Iron Mountain Michigan was unanimously elected district governor for the Tenth district of Rotary International at a session of the convention here today. He succeeds Fred J. Jordan Eau Claire retiring district governor Eau Claire was selected as next year's convention city. The district comprises part of Wisconsin and upper Michigan. It was decided to hold the next Rotary assembly at Green Bay A attendance trophy was awarded to Marquette Michigan for having the largest percentage of members coming the greatest distance.
Louise Gaudig 17 of Johnstown Pennsylvania and Olive Desmond at home near midnight. Geraldine Marka 20 of Cleveland was wounded neck by two men in a car as she walked home from church. Gaudig fractured skull serious condition. Desmond and Marka shot without warning. Police suspect same assailant or method.
Walter Valley Miss authorities report banker and merchant W B Wagner and his wife were beaten to death in their home last night. A nearby field and ditch held their bodies in a makeshift grave and a garage axe was found as the likely weapon. A teen house boy and robbery theory are under consideration.
Dr. Morris G. Caldwell of Ashland College reports crime stories occupy about 17 percent of U S newspaper columns. He calls the level alarming and says it needs little qualitative interpretation.
