Washington May reports the war department plans a national draft of 300000 men. Local precincts will register, classify, and examine conscripts with penalties for failure to register. Exemptions include munition workers dependents and vital industries, followed by physical tests to select the first levy to train at camps.
Reports that the German chancellor delayed a peace speech spurred a rise in wheat futures in Chicago. May grain climbed to 2.72, July and September futures also edged higher as markets reacted to the news. Winnipeg prices rose to new highs, with Marl wheat up 26 cents and the day closing at 28. The trial of Prof Chatlex E Vawter charged with murdering Stockton Acth Jr enters its second day in Chrielignsburg Virginia. Defense argues self defense citing repeated visits by Heth to the Vawter home and a compromised situation leading to an agreement between Mrs Vawter and Heth.
Defense says Heth and Vawter quit drinking but on March 13 the Vawters found Heth waiting with intoxicants. The pair drank, then Heth brought more liquor to the Vawters’ bedroom. Vanter woke, saw Mrs. Vanter with the boy, retrieved a revolver, and Heth was shot during a confrontation in the upstairs hall.
United Press report from New York on May 2 states Captain Franz von Rintelen sought to win friendly ties between the United States and Germany to collapse Britain’s sea power. Prosecution witness John Hammond testified that Von Rintelen said the war would be won in America, a claim challenged by defense for Suchanan, David Lamar, and others.
Washington May 2 The United States will grant loans of 100 million dollars each to France and Italy immediately raising total allied advances to date to 1.06 billion dollars. Further loans to Russia Belgium and Serbia were under consideration and a new block of treasury certificates about 200 million dollars would be issued at once as part of war finance act funding.
Reports say Argentina may break relations with Germany after the Monte video steamer incident off the Spanish coast. Official sources note uncertainty about Argentina's position and the German government actions during the crisis.
