In Petersburg a split among ministers over terms with Japan resists war. Supporters of entering negotiations say they have won and an honorable peace basis may be imminent, with steps reportedly in motion or taken already. Associated Press reports high authority claims.
Lieut R E Peary Arctic steamship launched at 1935 hours in Bucksport Maine. The ship named Roosevelt by Mrs Peary is described as the strongest for Arctic ice, designed by William B Winant and built of white oak with triple frames and a projected power between 1000 and 1500 horsepower. The vessel costs 106000 and funds were supplied by the Peary Arctic Club of New York.
Pickett Wisconsin March 23 lightning struck and burned a barn on Thomas Owens farm three miles east of town. About 1206 bushels of oats and hay were destroyed along with tools and harnesses. The family saved livestock including cows and horses. loss insured locally.
A group of 83 members of a sect calling themselves descendants of the lost tribes of Israel arrived in New York on the steamer Princess Frene. They came from Australia and head for Benton Harbor Michigan where about 40 adherents are already settled. They are vegetarians and wear long hair and beards. They profess beliefs in saving both body and soul.
Cincinnati March 23 Mrs Anna Ellsworth Werner wife of a contractor collapsed and died of heart trouble while working over a wash tub. In her bustle investigators found 23900 in bonds and 151 in cash hidden with the body.
A Herald dispatch from Santiago de Chile reports Bolivia intends to send many talented youths to Santiago for study at the military academy. The move signals a significant sign of reapproachment with the Ulster Republic.
The German Emperor William II started his Mediterranean cruise today aboard the Hamburg America Line steamer Hamburg, placed at his disposal for the voyage. The excursion marks a notable royal sea journey as the vessel sails with imperial attendants aboard.

On a foggy day in Virginia, ferryman William Hisgins attempted a ford with five men across the Monoranhela river. Midstream the boat capsized near a dam, bodies swept away. Ferryman’s yawl recovered downstream but all five men remain missing. identities not yet confirmed.

Dover Delaware reports on a March seventh joint ballot where no election occurred for certain candidates. Two ballots were counted with Coleman Durant's two votes shifted to State Senator Speanwell, while ballotting for senator in jail session began February 5.
Water from the rising river floods buildings along the river front and forces merchants to move out. Railroad and street car service is practically suspended as the river climbs two inches hourly and the stage reaches forty eight feet. At Pittsburg the water rises rapidly, flooding streets and cellars with mud and wreckage while river and manufacturing sectors respond as waters recede.

In Chicago on March 28 a blast at a dental manufacturing firm on the top floor of the Dyche building at Randolph and State streets sent debris through a skylight and into the air. Hundreds of shoppers fled in fear though no injuries were reported. several had narrow escapes.
An elevator at Sparke Milling Company in Alton Illinois caught fire today. The blaze ruined most of 5500 bushels of wheat and caused an estimated loss near 90100 dollars. Firemen battled the blaze to prevent further damage to the mill and nearby structures.
