U S Air Force B52s bomb a North Vietnamese regiment 35 miles north of Saigon as Operation Silver City enters its 10th day. The clash leaves an estimated 275 enemy killed in a four hour fight, with 113 more bodies found.
Secretary of State Dean Rusk told the House Foreign Affairs Committee that victory on the Viet Nam battlefield may not secure the future well being of people abroad. He urged approval of the Johnson administration's 3.38 billion dollar foreign aid request, concentrated in Asia, Africa and Latin America, including 550 million for South Viet Nam to back economic and social progress.
The council prohibited and restricted parking on Algoma Boulevard to improve traffic flow and address crossing concerns for Wisconsin State University Oshkosh students. It also filed zoning changes adding electrical wholesale and distributing businesses to the C-2 light commercial zone and discussed golf course fees. It supported a petition to the Civil Aeronautics Board to extend North Central Airline service Detroit to Toronto and directed a road and bridge project over Sawyer Creek at Koeller Street near Taft Avenue.
John Van Altena Jr., 22, of Milton Junction Wisconsin, said he was captured trying to help a three member East Berlin family flee to West Berlin. He spent 17 months of an eight year sentence, was jailed in several prisons, and described harsh conditions. He would attempt the escape again if given the chance, and denied any payment for the risky act.
District Attorney Gerald L. Engeldinger travels to Washington with Robert C. Lester to press Winnebago County Airport expansion for FAA aid. They meet FAA official Cole Morrow and Rep. John Race to secure 1966 funds before jet service begins in 1967.
In Tachikawa Japan astronauts David Scott and Neil Armstrong relaxed awaiting rescue after Gemini 8 splashed down in the Western Pacific. Air rescue pilot Capt John W Maddox described the pair as acting real cool while a destroyer prepared to recover the Gemini craft and crew.
Astronauts Neil Armstrong and David Scott were rescued by the destroyer Leonard F. Mason after an emergency landing in the Pacific near Okinawa. They were extracted in good condition and taken ashore at Naha, as space officials review the malfunction that ended the three day mission ten hours and forty two minutes after liftoff. Flight Director Gene Kranz said the cause would be determined only after analyzing flight data, with no voice or telemetry during the incident.
Wisconsin banks filed 92 claims totaling 927,592 for refunds of 1961 state income taxes. State tax commissioner James R. Morgan said the four year period 1961 through 1964 could see refunds reaching 7.9 million if all claims are filed. The deadline for 1961 refunds passed Tuesday.
The Senate House Economic Committee proposed a standby tax increase with a joint resolution to enact faster, but experts split two to two on immediate use. They urged suspending the 7 percent business investment tax credit and noted inflation risks from Viet Nam military costs, beyond President Johnson’s request for quick basic tax studies.
Gilbert France faced a $14 fine for assaulting an officer. After appeal, the court sentenced him to 28 days in jail, ruling the fine too lenient and increasing the punishment.
The United Nations Security Council unanimously extended the Cyprus peacekeeping force for an additional three months to June 26. The council expressed hope that substantial progress toward a solution would be achieved by then, despite Secretary-General U Thant seeking a six month extension.
Dublin observed St Patrick s Day with a quiet industrial parade along O Connell Street. The 134 foot Nelson pillar had been blown up early March and the 50 foot stump blasted by government demolition squads, a symbol vilified by Irish nationalists. The day included religious services and commercial parade elements, with attacks on British targets cited but no Irish Republican Army claim acknowledged.
