Police mobilized half the patrol cars in seven metropolitan divisions as looting, shooting, and stabbings erupted in Watts. As many as 600 Black residents rioted in the streets while officers tried to clear the area and restore order amid widespread damage and reports of escalating violence.
WASHINGTON United Press International says Attorney General Nicholas Katzenbach acting for President Johnson invited all fifty states to form crime and law enforcement committees. The aim is a more unified approach by police courts and corrections and to funnel new developments to the National Crime Commission.
American paratroopers faced 600 Viet Cong for four hours during Operation Silver City as U S and Australian forces pushed into the Communist held D Zone north of Saigon. Viet Cong losses were 142 killed and three captured, with light U S casualties.
President Johnson signed the Asian Development Bank bill in the White House East Room calling it an economic Magna Carta for Asia. He announced a U S pledge of 12 million dollars toward a hydro electric dam on the Nam Ngum tributary of the Mekong in Laos, half of the 24 million needed.

Rescuers recovered the body of 54 year old Arvo Walli from the Pioneer mine owned by U S Steel near Ely Minnesota. The cave in occurred about 8 p m Tuesday and rescue teams began work soon after. The body was brought to the surface from a shaft over a thousand feet deep.
