London reports dispatches expected from Lord Roberts with no word from Bloemfontein as fighting continues. Mafeking relief rumors persist while Natal remains quiet and leaders debate the Boer position and possible government moves.
Col. Plumer's force pushes toward Mafeking with tram lines cut south of a bridge and Boer patrols dispersed. Capetown reports March 14 that Plumer is within forty miles of Mafeking as he advances from the northeast toward the besieged town.
A Dublin corporation meeting ends with the lord mayor proposing an address to the queen welcoming her to the city. The public gallery erupts in interruptions and hostility as Alderman Meade and others support or oppose the motion. The amendment is ruled out of order and a division follows amid loud demonstrations. the resolution passes by eight.
Kingston Jamaica March 4 a large public meeting called by elected Jamaica legislature and council members protested Secretary of State Joseph Chamberlains decision to add four government members to the council. Delegates will travel to London to urge Parliament to oppose crown government and defend Jamaica self rule.
Kalamazoo March 14 Mrs Lucinda TH Stone known as the mother of women’s clubs died today at an estimated age of eighty eight. She and her husband Dr J A B Stone led Kalamazoo College which for years offered higher studies to women, a pioneering effort in the west.
Secretary Root told Planters' Association members that distrust exists about the joint resolution but the American government will meet all obligations and Cubans should act accordingly. Word arrived that Root's party will travel home from Havana by way of Charleston aboard Sedgwick, arriving Washington next week.

Berlin March 14 The Reichstag adopted parts of the Lex Heinze on procuration and the protection of unfortunates. It voted to strike the section fixing the age of consent from sixteen to eighteen and to drop the paragraph on art literature and drama.

General John J. Elwell, a well known Cleveland citizen and Civil War hero, died last night at age after suffering injuries from the Civil War. He served from 1861 to the end, earning four brevets and retiring as a brevet brigadier general. his health declined due to war injuries.
