The House approved a plan to provide up to 305 million dollars in federal aid to needy children in out of work families. About 750000 children would be eligible under an 11 month program run through the existing aid to dependent children system.
Wisconsin civil defense director William K. Chipman told a five state conference that the federal law is nearly useless and that costs should not be split 50 50. He warned of atomic threats while noting that the federal share covers only about 2 percent of Wisconsin National Guard costs.
The Wisconsin Public Service Commission announced four changes to summer weekend truck rules. U.S. 14 will close to trucks on a 3 mile segment near Janesville to Madison, and U S 41 from Fond du Lac to De Pere will ban weekend trucks except Neenah to Highway 10. Highway 57 between Cedarburg and north of Grafton will open to trucks. Milk and perishable cargoes are exempt.
A large red kite with a long wire tail dipped and soared about 500 feet above Municipal Airport on Friday forcing airliners and private planes to alter landing approaches. Pilots and city officials complained. police located and impounded the kite after a 25 minute search.
Los Angeles rumor reports Douglas Johnson found a Brink’s cargo bag spilled in the street and turned over $240,000 in nonserialized cash to the FBI within minutes. The 30 year old maintenance worker and father of three said he hoped for no reward and noted he is no richer after the incident. Authorities will decide on any reward at Brink’s Chicago headquarters.
The Labor Department reported 3,408,800 people collected unemployment benefits for the week ended Feb 25, a drop of 13,500 from the prior week, the first decline since October. UPI notes that nationwide retail sales edged up for the first time since October, though economists say the small shifts are not proof of a turning point. The idle rate among 45 million insured workers held at 3.4 percent for three weeks, with the 1958 low near 8.4 percent.

New snow fell across east central Wisconsin with slippery conditions in Appleton Green Bay Shawano Wausau Merrill and Sturgeon Bay as sanders ran out. Interstate 94 between Eau Claire and Hudson also reported slick roads with some southern statewide secondary roads treated after the midweek storm.
The United Nations reports six more Afro Asian nations are expected to join the Congo mission under Dag Hammarskjald’s request for additional troops. A General Assembly debate on Congo is unlikely to start before late next week.

Hearings on appeals were scheduled. some defendants were acquitted or sentenced to long terms.
Stewart Honeck campaigning for State Supreme Court, spoke at Alex's Town House to Winnebago County Bar Association. He opposes Judge Myron Gordon in the April 4 general election and urged judges avoid campaigning on constitutional changes. A early morning blaze at White Machine Works destroyed the old icebox factory building. Cardboard shipping cartons fed the flames, causing an estimated 1.5 to 2 million dollars in damage. No injuries were reported as crews battled the fire for hours and began digging out remaining embers.
Wirthrop Iowa volunteers join a desperate search for four year old Jimmy Franck missing since a devastating winter storm struck Tuesday. About 201 workers in heavy snow waded fields and valleys around the Everett Franck Farm three miles southwest of the farmhouse sought any clue. After a mental telepathy appeal, Gerard Croiset supposedly guided searchers near a tree clump. they uncovered nothing substantial.
