Chicago federal grand jury returns its ninth indictment naming John F Flanagan as a Chicago gambling figure linked to the 4020 club at 4020 Ogden Avenue. Prosecutors say he evaded 51922.43 in taxes on gambling income from 1936 to 1938, reporting 17195 net and paying 570.60 in taxes. William R Johnson, owner of the club, faces separate charges of evading 1389.91.98 in taxes with penalties and interest totaling 842577.43.

The Louisiana Supreme Court today ordered Governor Earl K. Long to release to the public records of the conservation department, which oversees the state’s oil industry. The governor had closed the department’s books 231 days ago, claiming an audit.
Prime Minister Chamberlain told the Commons that Britain and France have sent and continue to send material aid to Finland and would proceed with further aid immediately if Finland requests it. He said no appeal for further aid has yet been received from Finland and declined to say if Britain would send troops or mediate in the Russian Finland conflict. France is in accord and cooperation is noted with allied states.
Milwaukee agent James Rosselli a Kenosha shoe repairman who refused census questions until they were put to him politely was cleared of federal charges after a row with three census officials. U S Commissioner Floyd E Jenkins dismissed the warrant as Rosselli had given the required information after interrogation by Donald M Farris.

Vice President Garner has laid his cards on the table for the presidential primaries and will watch results. He will enter the April primaries in Illinois and Wisconsin and the Oregon and California races in May. He approved a slate of California delegates pledged to him, saying his candidacy is in the hands of the people for decision at the Democratic convention or November election. Some aides saw a hint that Roosevelt should let the people vote directly on his candidacy in primaries if he seeks a third term. Immediate focus is on New Hampshire where the first 1940 presidential primary will be held tomorrow.
Thirty seven seamen from the 6000 ton German freighter Hannover arrived on the Dominican coast after their ship was scuttled when overtaken by enemy warships. Captain Wahn Schaffe said 55 crew members were captured. A British destroyer and a French cruiser, likely Jean d Arc, intercepted the freighter about 40 miles off Puerto Rico.
Milwaukee reports Republican presidential candidate Frank Gannett will give two speeches this month. He will address the Milwaukee Correll Alumni Association on March 29 and the Fagles Club on March 30. Dewey, another New York aspirant, is set to speak the same night.
