Japanese and Latin American representatives discuss broad latitude, armament questions, and Drago doctrine while preliminary sessions explore press access and opening addresses.
Sallie Gibbons of Columbia reported assaulted and robbed of 510,000 in bills and gold coin by Rufus Williams, who was caught yesterday while eastbound on the Southern Pacific near New Orleans. Mrs Gibbons and Williams had arrived in the city. the motive linked to land investments in Texas. Williams obtained a vehicle from a local livery before the incident.
Delegates at the International Red Cross conference devoted today’s session to reviewing papers on the peace work of various societies and their struggles against tuberculosis. The conference adopted a resolution favoring the Red Cross in the fight against the disease’s victims.
A Montgomery reporter overheard two men of foreign descent planning to kill Vice President Fairbanks and Senator Foraker during Senator Morgan’s funeral in Selma. The unnamed source claimed the conspirators were headed from New Orleans. Montgomery police chief Taylor dismissed the tale as untrustworthy.
St Paul dispatches report Secretary Taft resting comfortably after a voyage of stomach distress described as a severe indigestion attack. June 14 Fort Snelling visit interrupted. medical aid summoned and Taft transported to Virginia Avenue home. Ptomaine poisoning suspected. luncheon and M C A cornerstone event affected. Taft later appeared in good spirits in line but wore overcoat against warmth.
Special to The Northwestern Madison Wis June reports a bitter Senate clash over a bill raising negligence damages from 5000 to 10000. The chamber went into a call of the house to hold senators over Sunday, with a tie vote in the Senate decided by Lieutenant Governor Connor. A motion for reconsideration followed. Browne opposed the motion waiting till Monday, while Wright’s call of the house was allowed to lapse later. After tense adjournment maneuvers, an agreement let the motion go over to Wednesday and raised the call by unanimous consent. Only twenty one members present at the call, raising fears further calls will be ordered to force attendance next week.
Associated Press dispatch notes Arthur B Appleyard arrived in Buffalo amid questions on paying $40 000 to a bank receiver and $49 00 losses from Philadelphia stock deals. His attorney Mr Williams said Appleyard would be unable to pay and recommended further talks in Boston and Buffalo.
An Associated Press dispatch from Washington on June 14 reports President Zelaya has ordered troops after a recent attack and claims an actual declaration of war with El Salvador. The note cites the deteriorating conflict and Zelaya's assertion of escalating actions.
Thomas C. Coghill cashier of the First National Bank of Coghill is arrested by a federal officer after a $4000 defalcation tied to wheat speculation. He claims funds disappeared before he touched bank money and that he tried to cover the shortage by sending $2,500 to Chicago broker Charles W. Gillett for wheat investments. Authorities say the bank remains stable with examiner oversight and adequate cash to meet emergencies. Three masked robbers attacked the North Shore Health resort on Sheridan Road Winnetka early today robbing a woman and over a hundred patients while looting a hospital attache and a diamond studded watch. They disabled phones and escaped in a wagon as Chicago Evanston and Winnetka police hunt the thieves traced to Chicago. Mrs Metcalf one victim is prostrated. The night staff were awakened by a chandelier glow and the bandits fled after threatening the staff and officers. Authorities intensified investigations into the bold raid and the suspects remain at large.
The Chicago joint council teamsters threaten a strike over a four cents per hour wage demand as conferences with packers resume at stockyards. Packagers refuse for any committee to meet the teamster panel, and Armour plants refuse to switch meat job assignments amid stalled negotiations.

Jacob Moran, an Italian, allegedly killed Loula Soprano during a quarrel over cards at a Milton boarding house in Ulater county. New York June 14 The longshoremen’s strike for higher pay ends as Patrick Connery admits defeat. Over 12 000 of the 20 000 strikers plan to return to work today at the old wage of two cents an hour in the interim. The strike lasted weeks, costing steamship firms and workers a million dollars in wages and losses. Connery, once a firm leader, received cheers from many workers as he acknowledged the setback.

In a circuit court session this morning two suits by Wisconsin Central Railway Company versus Winnebago County and county officials were resolved by stipulation. The court granted judgment for the plaintiff in both cases, forbade tax deeds on specified lots in Leach's map and Wright's addition, invalidated the tax certificates for non payment, and related the tax to paving Algoma and Church streets in front of the depot.
The Wisconsin Senate passed a measure allowing Supreme Court justices to retire at seventy on full pay after twenty years on the bench. It also approved raising the damage cap in negligence cases from $5,000 to $10,000. Special from Waukesha reports Judge A B Teagan of Ovotomowee visited a jail to see a client on the second floor amid seventeen jumpers serving ten days for disorderly conduct. The judge’s interview ended, but the turnkey did not hear him. The jumpers, roaring and shouting, welcomed the judge with their usual display, and a raucous jumper meeting began. After persistent shouting, Rogan’s voice cut through the din and he was released by the turnkey.
Associated Press reports Col. S. F. L. Wreford a prominent Texas business figure was shot and killed in Brownsville today, linked to a circular he issued denouncing Capt. William Kelly over testimony to a senate committee probing a Brownsville affair. Joseph Thorham, Kelly’s stepson, is charged with the killing.
