London dispatch reports daylight raids on Germany and the Low Countries with heavy bombings, while southeast England endures a major raid injuring and killing residents. Antiaircraft fire, a Junkers 88 crashes, and scattered parachutes are noted as dawn sweeps continue along the coast.
German troops and naval forces have massed in and near France's northwest coast ports opposite England as preparations for an offensive against Great Britain appear under way. The zone extends from Dunkerque to Brest with inland mobilization 100 miles deep, all movements reportedly carried out at night to keep secrecy.
The bulletin reports mostly cloudy conditions in Wisconsin with showers likely in the south tonight and Wednesday and in the north on Wednesday, warmer later. Observations from Bucketoff Observatory note Sunday evening to Monday morning temperatures with a high of 86 and a low of 76, trace precipitation, southwest winds, and a barometer around 23.4 inches.
Washington senate confirms Judge Robert Porter Patterson, New York Republican, as assistant secretary of war. Senator Sheppard secures unanimous consent to swear Patterson in at once, succeeding the late Johnson in the so called little cabinet post. Patterson is a longtime friend of Henry L. Stimson, the war secretary.
The admiralty reported British merchant marine losses for the week ended July 21 at 37,577 tons. Allied losses totaled 2,088 tons and neutral losses 10,192 tons, bringing aggregate losses to 49,857 tons. The total was slightly below the war’s 46 week weekly average and under a quarter of the peak weekly figure.
In Asbury Park New Jersey four men robbed two bank messengers of the Asbury Park National Bank and Trust Company. They seized two cash bags totaling $108000 and fled in a sedan toward Allenhurst. The money was destined for the Federal Reserve Bank in New York and the robbery occurred at 10 50 am. Both messengers were armed but had no chance to shoot as the robbery unfolded in seconds. Witnesses described the bandits as 30 to 35 years old, dark complexioned and well dressed, unmasked during the crime. The Seacoast Trust Company also reported a late but unsuccessful attempt to deliver a similar shipment. The post office will participate in the investigation.
In Camden New Jersey officials listed two or three workers unaccounted for after a series of blasts and a major fire at the R. M. Hollingshead Company paint plant. About 27 people were treated for injuries, with at least a dozen in serious condition from burns. The fire, fanned by wind, damaged adjacent homes as flames overwhelmed the block long facility. losses around 800000.
London reports the Duke of Windsor and Duchess may travel to the United States on the Excalibur liner. Government sources say carrying a member of an enemy armed forces could render the vessel a neutral ship liable for seizure for contraband. The embassy in Lisbon said the couple would sail Thursday, with assurances that the ship will not be halted.
The Frank for Senator committee announced it has obtained sufficient signatures to place Dr. Glenn Frank, former University of Wisconsin president, on the Republican primary ballot for a U.S. Senate seat. Filing with the secretary of state was planned for late today.
Berlin reports 10,000 ton British cruiser and a merchant ship sunk and other vessels damaged in Nazi air raids on Britain's east coast. The high command says 15 British planes were shot down in the Dover dive bombing and four British ships totaling 32,000 tons severely hit. It counters British claims of 20 German planes lost, stating only three Nazi planes were shot down.
Reports from Amsterdam via Berlin say hundreds of Dutch nationals were arrested in reprisals for alleged mistreatment of German possessions overseas. The detainees will be held in Germany as retaliatory measures are to be repeated when interned Germans are released to work normally.

A coroner's jury in Richland Center Wisconsin viewed the scene of a head on crash on Highway 60 near Muscoda Saturday night that killed eight youths and injured four. Coroner R C Hoskins said the inquest would wait until hospital witnesses could testify. Funeral services for the deceased were scheduled for today and tomorrow.

The U S Senate approved a $25,000,000 appropriation to enable the Tennessee Valley Authority to supply more electric power for the national defense program. The funds will fund a dam on the Holston near Jefferson City, power additions at Wilson and Pickwick Landing dams, and steam electric facilities totaling about 120,000 kilowatts in the TVA area.
