The 1963 city assessment shows an overall gain of 4 243 225 with total value at 94 847 725 up from 91 727 150 in 1962. Seventh Ward alone declined from 4 041 200 to 4 027 100. Personal property rose to 18 364 275 from 17 241 625. Ward totals listed. land and improvements broken into residential mercantile manufacturing and agricultural classes.
MADISON AP Here are the new taxes proposed in the 1963 65 budget and tax settlement reached Thursday between Gov. John W Reynolds and eight state lawmakers. The taxes total 133.8 million for a two year period to finance a record 626.4 million state budget. Tax yields include income tax, delinquent tax, corporation tax, bank tax, cigarette excise, liquor tax, sales taxes on household tele phones auto parts road machinery luggage furs photo services business equipment cosmetics service charges cleaning and many others.
A National Educational Services survey presented at the music show here shows 500 stage bands in schools nationwide with Illinois leading the revival. The report highlights growing interest in performance programs across districts and echoes renewed support for arts education.
Venezuelan troops and police hunted 486 prisoners after a prison break at Reton La Planta in Caracas. In a gun battle at least five people died and 51 were wounded. About 200 terrorists and criminals escaped with 40 guards overpowered. Reinforcements recaptured many, leaving 102 on the loose and 16 detained. Continued on Page 19, Col 4.
Madison AP A new budget and tax proposal endorsed by a bipartisan state committee faces a key Senate test. The plan calls for a 1963 65 budget of 626.4 million with 133.8 million in new taxes to cover a 29 million deficit. Outside funds from the state insurance fund and from diverted income and utility taxes are used to balance.
Atty. Gen. George Thompson defends his view that state law bars citizens from pressuring individual legislators via letters and says criticism should target the law, not his office. Assemblyman Frank Nikolay contests the ruling, noting a lobby-exemption for nonpaid citizens and urging a broader reading amid calls to allow citizens to urge lawmakers without pay. Thompson reiterates opinions may not reflect a lawyer’s personal views and supports a proposed amendment allowing letters to lawmakers without threats or pay.

Postmaster General J Edward Day announced his resignation effective on a date to be set by the President. Day, 49, will join Sidley Austin Burgess and Smith as partner in charge of the Washington office. He cited an unusual opportunity to return to private life and noted his Zip Code program progress.
The Associated Press reports Wisconsin highway toll for 1963 hits 44 with the death of 21-year-old John Velie of Lake Minnetonka, Minn. He was fatally injured Thursday in a collision between his small imported car and another on Highway 12 about three miles south of Faribault.
A dawn quake leveled much of Skopje, killing an estimated over 1,000 and injuring thousands, with fires in a technical school and a boys high school. The center hit hardest, streets crowded with rubble as residents fled in nightwear. The province mobilized for relief. Nis prepared beds, doctors came from nearby towns, and roads were jammed with aid convoys.
Mrs John Allen clinched the Grinnell Iowa city women's golf title after delivering her third child mid tournament. The event spanned four weeks as Allen posted rounds of 46, 43, 43 and 45 to finish with a five pound eight ounce son named Paul.
President Kennedy prepares a national address to rally support for a nuclear test ban treaty. The agreement, to be signed in Moscow by the United States Britain and the Soviet Union, seeks a comprehensive ban with ratification by the Senate. Reaction abroad is mixed with optimism in the West and caution from allies wary of disarmament pace.
State NAACP leaders urged Wisconsin Superintendent Angus Rothwell to order a zoning policy overhaul to end de facto segregation in Milwaukee schools. Rothwell said no evidence supports formal segregation though transfers within schools are allowed if space exists.
