St. Petersburg July 19 The emperor approves the bill passed by the lower house and adopted by the upper house authorizing funding for mine relief. The measure aligns with both houses and now awaits the czar's signature as the session nears its end.
Milwaukee July 13 a large group of general insurance agents testified before the Wisconsin legislative investigating committee on rebates. J G Albright union central life insurance tied a Wisconsin supreme court judge to a rebate plan and a subterfuge. Other agents urged publicity and tougher rules to void policies tied to rebates and to make rebate activity a felony.
Festivities culminate in a 15 000 strong parade with 23 bands. Lodges from New York Philadelphia San Francisco Chicago and California among others display uniforms floats and 500 decorated vehicles. Grand Lodge officers and escorts review the lineup at the viewing stand.
Kansas City reports Dr. Thomas Exton a pioneering chemist who helped prove murder by strychnine by analysis. He died aged sixty six after a career including Civil War service as hospital steward in the 104th Ohio at Vicksburg. Born Circleville Ohio and connected to early regional chemistry and toxicology.
Charles Al Unger and Walter O Bryan, two Chicago youths, pleaded guilty in Madison court to the Blue River hold up of George Howard last Friday. They face sentence Friday. The Madison youths involved are Walter Starke, Leroy Prottinger, and Carl, with Alle nger and O Bryan reportedly wanted in Milwaukee and Chicago for forgery.

Ashland Wisconsin July 19 Associated Press reports a smaller blast at the Atlantic Dynamite company plant seven miles from Ashland. No casualties occurred though a bonfire near scattered dynamite and powder from Tuesday's explosion threatened renewed danger. Workmen were warned to flee to a safe area as the explosives exploded, hurled timbers and machinery about two thousand feet.

John Gleason argued for an alternate writ seeking to bar District Attorney Jerome from examining a witness under rule poena Thaw contends the grand jury lacks inquisitorial power and that Thaw has right to be present and examine witnesses. The argument centered on access to records and witness testimony with Justice McLean to issue a decision.
W Hartridge announced papers will be surrendered to Hart ridge this afternoon. Mr Olcott said he ordered correction of the notice but sorting was delayed by his absence.
