A major forest fire ravages the American River Land and Lumber Co lands 126 miles northwest of Placerville. The company’s 3400 foot chute at the south fork of the Western River, built in 1891, is reported destroyed along with 4,000,000 feet of lumber aged in its construction. The chute cost about $84,000 and its loss could run into millions if fires persist, threatening houses twelve miles of railroad and 12,000,000 feet of logs waiting in the woods.
The Columes and Wheelw Mining company purchases all the pits owned by Shell Drake Lomivr camping in Chappens and Tatce along route for cash. The deal includes the mill, plant, and docks at Shall Drake.
The state department released a proclamation detailing a reciprocal commercial agreement between the United States and Italy. It cites section 3 of the tariff act of 1897 and lists plenipotentiaries John A. Kasson for the United States and the Italian ambassador in Washington, with articles establishing new duties on various Italian products.

Washington July 19 Brigadier General A Chaffee a major general in command of the Chinese expeditionary force was appointed by the War Department and sent to the White House for the president signature. Notice of appointment was sent to Nagasaki Japan to meet Chaffee on his arrival. London July 3 Lieutenant General Sir Francis Grenfell is understood to receive command of British forces in China.
A Chefoo dispatch via Shanghai reports a Shantung fantai orders magistrates to force native Christians to renounce faith and return to old beliefs. Church properties will be seized and proclamations urge abstaining from Christian violence as a final plan to quell ongoing disturbances.
Li Hung Chang reached Hong Kong with a formal salute and guard of honor. He was met by Governor Sir Henry A. Take and officials at Government Square, then spoke briefly about news from Pekin and the safety of ministers except Baron Von Ketteler.
Report from Ciften Arizona notes orders to relieve IX Ninth cavalry troops stationed at Fort Grant Huachuca and San Carlos. Four Fifth cavalry troops from Jefferson Barracks Missouri will replace them to guard Apache country. A late 19th century dispatch from Victora, B C, via Tien Tsin reports brutal torture of American missionaries Rev. Norman and Rev. Robison by Li, a town leader. Astor says publication of July 2 misrepresented Sir Berkeley Milne and was a misunderstanding, with explanations offered to clarify no intentional discourtesy.
London reports that Germany and France push steps toward warlike measures against China. Russia proclaims state of war in Amur regions and coastal cities. Shanghai notes foreign women and children ordered to evacuate the riverfront. Reports of clashes, missionary deaths, and telegraph disruptions accompany mounting international tension.
Washington July 19 The cabinet approved sending WW Rockhill to China as special commissioner to investigate the situation and report on indemnity and reparations for the United States. He will assess Chinese government responsibility and gather authentic Pekin news. The president also named General Chiffee to a major generalship and will tour Canton before return.
A Taku dispatch reports the first steamer carrying Indian troops reached Ching by Monday, July 16, with Berlin noting the arrival announced today. The message confirms Indian forces began their transfer to China amid ongoing operations.
Washington July 19 The division of customs and war department announce a drop in Havana port exports for the first six months of the year. Total value fell by 289 109 dollars compared with the same period in 18 and 19.
The Ladies Benevolent Society at the Masonic Temple met to plan a benevolent fair for the first week in December. John Hicks was elected president of the society and J. M. Bray will chair the soliciting committee. They proposed a rummage sale and may use a vacant Stain Street store to raise funds by donations of new or secondhand articles.
